Clara grew up in Cambridge Bay, Nunavut. She was elected Vice President, Economic Development for the Kitikmeot Inuit Association in December of 2019 and joined the Board of Nunasi in 2020. Clara was the Regional Executive Director for the Nunavut Government Department of Health, Kitikmeot Region, a former commissioner of the Nunavut Implementation Commission, past chair of the Nunavut Sivuniksavut college training program in Ottawa, and a former board member of the Kitikmeot Inuit Association.
